Most of these cannot be crafted, so finding them is the main way; sniffer eggs can also come from breeding two sniffers.
Why are some things so rare?
Mojang makes some variants rare so finding them feels special, and some things are one per world by design, like the dragon egg on Java. Breeding raises your odds for rare animals: the more babies you breed, the more chances you get, which is the only way to a blue axolotl.
