Efficiency Enchantment in Minecraft: What It Does
Efficiency makes tools mine faster: it adds level squared plus 1 to the tool's speed, so Efficiency V adds 26. With Haste II, an Efficiency V diamond or netherite pickaxe mines stone instantly. It only speeds up mining; it does not change how axes disable shields.

What does Efficiency do?
Only works when you use the right tool for the block. Stone and diamond tools can only get up to IV from the table, but V by combining books on an anvil. More: tool enchantments.

Efficiency also speeds up shears on wool and leaves, and hoes on leaves, moss and sculk. Gold tools are naturally fast but break quickly, so Efficiency on a diamond or netherite tool is the long-term choice. Any tool with it mines the right blocks noticeably faster from level I.
Enchanting tables use lapis lazuli and experience levels, anvils combine books and gear, and librarians sell books. Treasure enchantments only come from loot, trading and fishing, never the table, and higher levels cost more experience to apply and repair.
